The data may be hosted in the “right” jurisdiction. The contract may contain lovely words. The sales deck may feature enough maps of Europe to qualify as cartography. But if one provider still holds the full dataset, controls the stack, sets the commercial terms, shapes the roadmap, and can become the single point of leverage, then the sovereignty story is doing a fair amount of cardio.

The Forbes piece is right to frame sovereignty in the context of multi-agentic AI, because AI raises the stakes on control. Once data is feeding agents, embeddings, retrieval pipelines, and decision loops, the question is no longer just where the data sits. The question is who can inspect it, infer from it, train on it, index it, or quietly turn it into someone else’s strategic advantage. That is the standard Europe is moving toward. And frankly, it is a healthier standard.
